Consultancy Services for the Design of a Results - Based Financing (RBF) Framework

About the role

The Federal Government of Somalia, through the Ministry of Energy and Water Resources, seeks a consulting firm to design and develop a Results-Based Financing (RBF) operational framework for the clean cooking component under the HARECT Project. The assignment includes rapid market assessment, stakeholder consultations, design of RBF modalities, subsidy administration, and performance monitoring. The project aims to improve energy services in urban and rural communities by scaling up renewable energy and advanced cooking technologies.
